The documents were produced in 2002 by John Snow International Europe the behalf of DFID.

The two sets of papers were authored by Neil Price, with Rupert Walder as principal editor and were developed from a larger document by Neil Price. The original document was an output from a programme at the Centre for Development Studies, Swansea, funded by DFID, to refine and develop tools and guidelines on programme appraisal and monitoring to assist civil society organisations working in poorer countries.
